Kyle Sloter, a native of Alpharetta, GA, is a former NFL quarterback turned entrepreneur and startup investor with a proven ability to lead both on and off the field. A proud graduate of the University of Northern Colorado with a degree in Finance, Kyle leverages his athletic discipline and strategic mindset to drive success in his business ventures. His journey through professional football shaped not only his leadership skills but also his resilience and ability to adapt, qualities that now define his entrepreneurial spirit.With a vast and diverse network cultivated through his professional sports career and business ventures, Kyle is adept at building meaningful connections and fostering strategic partnerships. Known as a wonderful account liaison, he excels in bridging the gap between clients and stakeholders, ensuring seamless communication and mutually beneficial outcomes.

Born and raised in the heart of Georgia, he has dedicated his life to serving both his community and his passion for excellence. As a proud University of Georgia football player and team captain, he learned early on the values of leadership, teamwork, and perseverance.His journey through a distinguished six-year NFL career further refined his commitment to making a meaningful impact. Beyond the football field, he discovered a deeper calling in empowering communities through strategic financial support. As CEO of a groundbreaking lending institution, he championed opportunities for minorities and underprivileged communities, creating pathways to economic growth and financial independence.
Now, as a community outreach specialist with Safe Perimeter, he is channeling his lifelong commitment to protection and progress. His mission is clear and passionate: to transform Georgia into the safest state in America. With a particular focus on school safety, he is working tirelessly to develop comprehensive security solutions that protect the state's most valuable asset - its children.

Scott Ryals, Co-Founder
Scott Ryals is a versatile technology leader with over 15 years of experience spanning product innovation, solutions engineering, and sales in the tech industry. Scott brings his expertise in security operations, radio frequency (RF) technology, and LPR to drive cutting-edge product development in a startup environment.Previously, at Magnet Forensics, Scott excelled in customer retention and relationship management, leveraging his deep understanding of digital forensics technology. His tenure at Grayshift was marked by significant achievements, including establishing the company's first Technology Alliances Program (TAP) as a Product Manager, which enhanced the effectiveness of digital forensic processes and boosted revenue and market share. At OnSolve, he served as a Product Owner, skillfully managing Agile development processes and fostering collaboration among cross-functional teams as a Senior Sales Engineer. Earlier in his career, Scott held pivotal roles at Beamex and Cbeyond, where he managed complex projects, led teams, and drove cloud technology adoption. His experience spans various sectors, including mobile digital forensics, business continuity/disaster recovery, instrumentation calibration systems, and cloud computing.
Scott holds certifications including Certified Scrum Product Owner (CSPO), Microsoft Certified Professional (MCSE), and Cisco Certified Network Associate (CCNA), underpinning his technical expertise. His diverse skill set and proven track record in driving technological innovation and business growth make him a valuable asset in the ever-evolving tech landscape.

Sara Hope Saville is an accomplished leader and brand innovator with over 20 years of experience across emerging verticals, technology, and product design. She has founded and pioneered innovative strategies and companies, built high-performing teams, and delivered cutting-edge AI-driven security and technology solutions. Sara has a track record of driving growth and operational efficiency, especially in fast-paced environments, where she thrives on integrating creative solutions with business strategy.At Safe Perimeter, Sara leads the company’s partnerships and operations for bridging technology and human-centric leadership to empower businesses, schools, and communities. In her role, she helps oversee product development, partnerships, and expansion in the security tech industry, particularly in underserved and diverse sectors.
Sara has led technology integration for startups and established brands for decades, focused on data-driven digital innovation and building scalable business models and teams that meet industry demands.
Previously, she has played a critical role in managing acquisitions. She is also a proactive equity investor in tech, focusing on fast-paced, innovation-driven, and social-impact brands. Currently pursuing a Master of Science in Integrated Design, Business, and Technology at the University of Southern California, Sara continues to expand her expertise and network in AI in Los Angeles, business strategy, and the science of innovation.

Aryielle LeGrande, The Digital Decsion
Prior to her return to TDD, for four years, Ayrielle worked at Verizon as a Public Sector Planning & Business Intelligence Manager, in the Public Sector Operations. She also worked in Executive Operations and as a PS Program Office Manager within the Verizon Public Sector Business Group.Ms. LeGrande has led FirstNet State and Local Planning Grant Program (SLIGP) projects for several states and local governments, including the Outreach and Education and Data Collection initiatives. Under the data collection initiative, she enabled stakeholders to submit their public safety communication requirements in a customized, online and user-friendly format. She subsequently led the development of the backend data analytics tool and the dissemination of the surveys through the state and local stakeholder Public Safety agencies. Ms. LeGrande has led the development of a comprehensive State and Local requirements checklist and online portal, which was used to help Governors and state decision makers make an objective based Opt-in/Opt-out decision.
While at George Mason University, Ms. LeGrande founded Chase Dreams Not Boys (CDNB Inc.), a non-profit organization geared towards mentoring youth between the ages of 12 and 17, young college women, and young professionals. CDNB Inc. serves communities and universities in Maryland, Washington D.C., Northern Virginia, Richmond, and Norfolk. Ms. LeGrande is the also the Founder of Dilane, a business accelerator committed to the EQUAL development of our communities through the support of socially impactful organizations and companies alike.

Dominic DeMark, The Digital Decision
Mr. DeMark’s key responsibilities are to develop and execute functional strategies that achieve sales, marketing and operational goals & objectives.A technology veteran, Dominic has had a successful career with leading global organizations including Amphenol, Verizon, AirTouch and Cellular One where he has had a positive impact on sales strategies, execution and revenue generation.
Throughout his career, DeMark has held various positions of increasing responsibility across business sales, technology, operations and marketing functions. He has been a trusted advisor, mentor, facilitator and team member and is credited with developing and running Verizon’s Public Safety practice and their best-in-class Business Solution Alliance partner program.

Colonel Kenneth L. Morckel, The Digital Decision
Colonel Kenneth L. Morckel (ret.) served nearly 29 years in the Ohio State Highway Patrol (OSHP) and was named the 13th Superintendent of the OSHP in 2000. Col. Morckel then served as Director of the Ohio Department of Public Safety (ODPS) from 2003 to 2007. In this cabinet-level position Col. Morckel was responsible directly to the Governor for the operations of eight divisions within the ODPS; Homeland Security, Ohio State Highway Patrol, Bureau of Motor Vehicles, Emergency Management Agency, Emergency Medical Services, Ohio Investigative Unit, Criminal Justice Services and Administration. After six years of consulting with first responders throughout the U.S., Col. Morckel joined TDD as Sr. Vice President of Public Safety Services where he leads TDD’s Public Safety Team. This Public Safety Team comprises individuals with hundreds of years of experience in the fields of law enforcement, fire services, and emergency medical services. Col. Morckel continues to be an active member of the International Association of Chiefs of Police (IACP) working with the Division of State and Provincial Police, the IACP Traffic Safety Committee, the Crash Awareness and Reduction Effort (CARE), and he is a member of the IACP Homeland Security Committee.

Chief Brett Railey, The Digital Decision
Chief Brett Railey (Ret.) is a highly respected public safety expert with a distinguished career in law enforcement and public safety.
He has been a pivotal member of Safe Perimeter advising on behalf of The Digital Decision. He is on the National Advisory Board for The National Center for the Prevention of Community Violence. He serves as the National Lead Instructor for Actively Caring for People Policing, a community policing model grounded in behavioral science. Brett’s dedication to roadway safety earned him the National Highway Traffic Safety Administration’s Public Service Lifesaver Award and the prestigious J. Stannard Baker Award from the International Association of Chiefs of Police for lifetime achievement in highway safety.
His career has spanned consulting roles with Kuwait, Colombia, Brazil, Mexico, and the Navajo Nation governments, focusing on public safety, crime analysis, and data-driven law enforcement strategies. -

His background uniquely combines cross-functional Sales, Marketing and Product Development and Garry is responsible for driving LOCH’s vision for addressing the problem space of Wireless IoT Security for 5G and Cyber-Physical Systems Security. He has been awarded multiple patents related to Wireless IoT Security. -

Dr. Alexander Titus is a distinguished advisor on AI ethics and compliance with a background in advising the Department of Defense and other federal entities on integrating AI technologies responsibly.
As a former Defense Department official and an expert in transformative AI, Dr. Titus is pivotal to ensuring that our AI solutions meet the highest ethical design and implementation standards. His research and leadership seek to enhance safety without compromising privacy or moral considerations in AI. Ryan M. Newburn is a seasoned corporate attorney with extensive experience in mergers and acquisitions, corporate finance, and business formations. He has successfully negotiated over $18 billion in mergers, acquisitions, and divestitures and $13 billion in debt and equity financings. Ryan has served in executive roles such as Senior Vice President, Chief Commercial Officer, and General Counsel across various companies, from startups to billion-dollar public entities. He holds a Juris Doctor, magna cum laude, from the University of Arizona's James E. Rogers School of Law, and an MBA from the Eller School of Management. KaeVon LeGrande, Sr. Project Manager
KaeVon has as led The Digital Decision’s State efforts for the SLIGP process in Michigan, Nevada and Pennsylvania. This included becoming the key POC for the State, while managing the consultant teams involved in The Digital Decision’s State support efforts.
Has managed the creation of the TDD Requirements Checklist Portal Application that compares a states requirement to their State Plan Offering.
Has managed Fairfax County through The Digital Decisions Comprehensive Smart Community Process. Identifying state of the art solutions to through data collection, data analysis and RFX creation.
